1 Acceptance of Terms
These Terms and Conditions ("Terms") govern your access to and use of the Phlein platform, including the website at phlein.best, any mobile applications, and all associated services (collectively, the "Platform"). Phlein is operated under a valid gaming authority licence and is committed to providing a fair, transparent, and responsible gaming environment for players in the Philippines.
By completing the registration process, logging in to an existing account, or placing any bet or wager on Phlein, you acknowledge that you have read and agree to be bound by these Terms, our Privacy Policy, and our Responsible Gaming Policy — all of which are incorporated by reference into this agreement. These documents collectively form the entire agreement between you and Phlein.
Phlein reserves the right to update or amend these Terms at any time. When material changes are made, registered players will be notified by email or by an in-platform notification prior to the changes taking effect. Continued use of the Platform following notification of changes constitutes acceptance of the revised Terms.
Age Requirement: The minimum age to open and use a Phlein account is 21 years old, consistent with Philippine gaming regulations. Providing false information about your age is a serious violation that will result in immediate account closure and forfeiture of any balance.
2 Eligibility & Registration
To register a Phlein account, you must satisfy all of the following eligibility criteria at the time of registration and on an ongoing basis throughout your use of the Platform:
- You are at least 21 years of age.
- You are located in the Philippines or in a jurisdiction where accessing and using online gaming services is lawful.
- You are not on any self-exclusion list maintained by Phlein or any recognised gaming authority.
- You are not acting on behalf of another person, business, or entity.
- You do not have an existing Phlein account — only one account per person is permitted.
During registration, you are required to provide accurate and complete information including your full legal name, date of birth, email address, and phone number. Phlein conducts Know Your Customer (KYC) verification prior to processing any withdrawal. Verification may require submission of a valid government-issued ID (such as a PhilSys National ID, passport, driver's licence, or SSS/GSIS ID), proof of address, and in some cases proof of payment method ownership.
Providing false, incomplete, or misleading information during registration or at any time thereafter is a material breach of these Terms. Phlein reserves the right to suspend or terminate any account where inaccurate information is discovered and to void any pending transactions associated with that account.
One account rule: Each person may only hold one Phlein account at any time. Operating multiple accounts — whether under the same or different details — is considered a prohibited activity and will result in the closure of all associated accounts and forfeiture of balances. If you have lost access to your account, contact support rather than registering a new one.
3 Account Security
You are solely responsible for maintaining the confidentiality of your Phlein account login credentials — your username, password, and any two-factor authentication codes. Phlein will never ask you for your password via email, live chat, or phone. If you receive any communication claiming to be from Phlein and requesting your password, treat it as fraudulent and report it immediately to support@phlein.best.
All activity that occurs under your account is your responsibility, regardless of whether that activity was authorised by you or carried out by a third party who gained access to your credentials. Phlein strongly recommends enabling two-factor authentication on your account and using a unique, strong password that you do not use on other platforms.
If you suspect that your account has been accessed without your authorisation, you must notify Phlein's support team immediately. Phlein will take reasonable steps to investigate and, where appropriate, freeze account activity while the investigation is underway.
Phlein employs industry-standard SSL encryption across all platform pages and transactions. Financial data is processed through certified third-party payment partners and is not stored in full on Phlein servers. However, no digital security system is entirely immune to risk, and you are encouraged to keep your own devices and network secure.
4 Deposits & Withdrawals
Phlein accepts deposits and processes withdrawals through the following Philippine payment channels: GCash, Maya, GrabPay, Coins.ph, BDO Online Banking, BPI Online Banking, UnionBank Online, InstaPay, PESONet, and Visa/Mastercard debit or credit cards. All transactions are in Philippine Peso (₱).
Deposits: The minimum deposit amount is ₱100. Deposits via GCash, Maya, and GrabPay are typically credited to your Phlein balance within seconds of authorisation. Bank transfer deposits via InstaPay are processed near-instantly during banking hours. PESONet transfers may take up to one business day. Card deposits are processed in real time subject to card issuer approval.
Withdrawals: The minimum withdrawal amount is ₱200. Withdrawal requests are reviewed by Phlein's payments team and, once approved, are processed to the destination payment method within the following typical timeframes:
- GCash and Maya: approximately 15 minutes, available 24/7.
- GrabPay and Coins.ph: up to 1 hour during operating hours.
- Bank transfers (BDO, BPI, UnionBank) via InstaPay: typically within 30 minutes.
- PESONet: processed on the next available banking day cut-off.
- Visa/Mastercard: 3–5 business days depending on the card issuer.
KYC requirement: All withdrawal requests require completed KYC verification. Phlein may request additional documentation for withdrawals that exceed certain thresholds or that trigger internal compliance review criteria. Providing false documents during verification is a criminal offence and will be reported to relevant authorities.
Withdrawals will only be processed to a payment method registered in the same name as the Phlein account holder. Third-party withdrawals are not permitted under any circumstances. Phlein reserves the right to request re-verification of payment method ownership before processing any withdrawal.
Unused balances: Account balances that remain completely inactive (no deposits, withdrawals, bets, or logins) for a period of 12 consecutive months may be subject to an inactivity fee as disclosed in your account settings. Phlein will notify you by email before any such fee is applied. Reactivating your account by logging in or placing a bet stops any inactivity fee from applying.
5 Bonuses & Promotions
Phlein offers promotional bonuses to new and existing players from time to time, including welcome bonuses, reload bonuses, cashback offers, free bets, and referral rewards. Each promotion has its own specific terms — including minimum deposit requirements, wagering requirements, eligible games, maximum bet rules, and expiry dates — which are published on the relevant promotion page and incorporated into these Terms by reference.
The following general bonus rules apply to all Phlein promotions unless the specific promotion terms state otherwise:
- Bonus credits cannot be withdrawn directly. They must be wagered a specified number of times (the "wagering requirement") before any winnings derived from bonus play become eligible for withdrawal.
- Wagering requirements must be met within the stated timeframe. Uncompleted wagering requirements result in forfeiture of the remaining bonus balance and any associated winnings.
- Maximum bet limits apply when using active bonus balance. Placing bets above the stated maximum while a bonus is active is a breach of terms and may result in bonus forfeiture.
- Bonuses are non-transferable and cannot be exchanged for cash.
- Phlein reserves the right to modify, suspend, or cancel any ongoing promotion with reasonable notice to affected players.
Bonus abuse policy: Phlein actively monitors for patterns of play that constitute bonus abuse — including but not limited to low-risk hedging strategies designed to clear wagering requirements with minimal risk, or coordinated play between accounts. Where bonus abuse is identified, Phlein reserves the right to void the bonus and associated winnings and, in serious cases, to close the account.
6 Betting & Gaming Rules
All bets placed on Phlein are subject to the specific rules published for each game or market type. By placing a bet, you confirm that you have reviewed and accept the applicable rules for that market. General betting rules that apply across all Phlein sports markets are as follows:
- Bets are confirmed at the odds displayed at the time of placement. Once confirmed, a bet cannot be cancelled or amended by the player — only through the Cash Out feature where available.
- The minimum bet on any Phlein market is ₱50. Maximum stakes vary by market, event, and account tier.
- Bets placed after the official start time of an event are void and the stake is returned, unless the bet was placed on a live in-play market that was explicitly open at the time.
- For PBA and volleyball betting: if a match is postponed before it begins and not rescheduled within 48 hours, all pre-match bets are voided and stakes returned. Rules for matches abandoned mid-play depend on the number of completed periods and are specified in the market-specific rules.
- In the event of a technical error resulting in incorrect odds being displayed, Phlein reserves the right to void affected bets and return stakes. Phlein will not knowingly honour bets placed on odds that were clearly erroneous.
For casino games, Phlein operates only certified games from licensed providers. Return-to-player (RTP) rates are disclosed in the game information section. Live casino tables are subject to the specific table rules displayed before joining a game. Phlein does not manipulate game outcomes — all results are determined by certified random number generators or by live dealer play.
7 Prohibited Activities
The following activities are strictly prohibited on the Phlein platform. Engaging in any prohibited activity will result in immediate account suspension, investigation, and may result in permanent closure and forfeiture of all funds, as well as referral to relevant authorities where criminal conduct is involved:
- Opening more than one account on Phlein, or opening a new account after a previous account has been closed for a violation.
- Using another person's identity, payment method, or account credentials.
- Depositing or wagering funds that are proceeds of criminal activity (money laundering).
- Exploiting software bugs, game errors, or platform vulnerabilities for financial gain.
- Using automated bots, scripts, or other software to place bets or interact with the platform.
- Coordinating with other players to manipulate game or match outcomes.
- Systematic bonus abuse, including account farming and coordinated wagering strategies designed solely to extract bonus value.
- Accessing the platform from a jurisdiction where online gaming is prohibited.
- Attempting to chargeback, reverse, or dispute legitimate transactions through your payment provider.
Fraud and chargebacks: Any fraudulent chargeback or payment reversal will result in immediate suspension of your Phlein account and recovery of the disputed amount from your wallet balance. Phlein cooperates fully with law enforcement and gaming regulators in investigations of fraud and financial crime.
8 Intellectual Property
All content on the Phlein platform — including but not limited to the brand name, logo, platform design, game interfaces, text, graphics, software, and data compilations — is the property of Phlein or its licensed content providers and is protected by applicable intellectual property laws.
You are granted a limited, non-exclusive, non-transferable licence to access and use the Phlein platform for personal, non-commercial gaming purposes only. This licence does not permit you to copy, reproduce, distribute, modify, publicly display, or create derivative works from any Phlein content without express written permission. Scraping, data mining, or systematic extraction of Phlein content using automated tools is strictly prohibited.
9 Privacy & Data
Phlein collects and processes personal data in accordance with its Privacy Policy, which is available at /privacy-policy. By using the Platform, you consent to the collection, processing, and use of your personal data as described in that policy.
Phlein uses your personal data primarily for account management, payment processing, identity verification, fraud prevention, regulatory compliance, and to improve the platform experience. Phlein does not sell your personal data to third parties. Data may be shared with regulated payment processors, KYC verification services, and gaming regulators as required by law and licence conditions.
You have rights over your personal data, including the right to access, correct, and in certain circumstances request deletion of your data. 10 Responsible Gaming
Phlein is committed to promoting responsible gambling and providing a safe gaming environment. As part of this commitment, Phlein provides the following tools to all account holders, accessible directly through the account settings:
- Deposit limits — set daily, weekly, or monthly caps on how much you can deposit. Reductions apply immediately; increases take 24 hours to take effect.
- Session reminders — set time-based alerts to notify you after you have been playing for a set duration.
- Cool-off periods — temporarily suspend your account for 24 hours, 7 days, or 30 days. Activates immediately.
- Self-exclusion — permanently or for a defined period, close your Phlein account. During a self-exclusion period, Phlein will not send you promotional communications.

11 Limitation of Liability
To the maximum extent permitted by applicable Philippine law, Phlein's total liability to you in connection with your use of the Platform — whether based on contract, tort, negligence, or otherwise — is limited to the amount of funds held in your Phlein account at the time the claim arises.
Phlein is not liable for any indirect, incidental, special, consequential, or punitive damages, including lost profits, lost data, or business interruption arising from your use of or inability to use the Platform. Phlein does not guarantee continuous, uninterrupted access to the Platform and accepts no liability for downtime, technical errors, or delays caused by third-party systems including payment processors, internet service providers, or game content providers.
Nothing in these Terms excludes or limits Phlein's liability for death or personal injury caused by Phlein's negligence, fraud, or any liability that cannot be excluded under applicable law.
12 Changes to Terms & Account Termination
Phlein may update these Terms at any time. For material changes, registered players will receive advance notice by email or in-platform notification. The updated Terms will be published at phlein.best/terms-conditions with a revised "Last Updated" date. If you continue using Phlein after the effective date of the changes, you are deemed to have accepted the revised Terms.
Voluntary account closure: You may close your Phlein account at any time by contacting support@phlein.best. Before closure, any remaining balance above the minimum withdrawal threshold will be paid out to your verified payment method. Closure is processed within 5 business days of the request.
Involuntary closure by Phlein: Phlein reserves the right to suspend or permanently close any account that has violated these Terms, is under investigation for fraud or abuse, or where continued operation would put Phlein in breach of its regulatory obligations. Where an account is closed due to a Terms violation, Phlein reserves the right to withhold balances pending investigation and, where violations are confirmed, to forfeit balances in whole or in part.
These Terms are governed by the laws of the Philippines. Any disputes arising from these Terms or your use of the Phlein Platform that cannot be resolved through Phlein's internal complaints process will be referred to the relevant gaming regulatory authority or, where applicable, to the courts of the Philippines.
